David O. Carter is Public Policy Counsel at Americans United for Separation of Church and State. He advances Americans United’s mission to defend religious freedom by advocating for policies that uphold the constitutional separation of church and state at both the federal and state levels.
David has dedicated his career to promoting civil rights, equity, and justice. Before joining Americans United, he served as a law clerk at the Los Angeles County Superior Court, supported litigation and policy reform at the NAACP Legal Defense Fund and ACLU-MD, and contributed to legislative initiatives as an intern for U.S. Senators Dianne Feinstein, Kamala D. Harris, and Brian E. Schatz.
A proud graduate of California State University Northridge and Howard University School of Law, David is committed to advancing equality, empowering marginalized communities, and championing policies that safeguard church-state separation.
